Résumé

This Part of Chapter 373 of the Florida Statutes regulates wells. It states that a threat to the public and the environment exists if water resources become contaminated as a result of wells drilled by incompetent or dishonest contractors, and that to prevent contamination, it is necessary to regulate the construction, repair, and abandonment of wells, and the persons and businesses responsible therefor. The Part provides that the Department of Environmental Protection shall authorize the governing board of a water management district to implement a program for the issuance of permits for the location, construction, repair, and abandonment of water wells. Upon authorization from the department, issuance of well permits will be the sole responsibility of the water management district, delegated local government, or local county health department. The Part further sets out detailed rules for permitting, licenses, related fees, penalties, and enforcement.
