Résumé

This Regulation aims at implementing the achievement of development goals, especially in the drinking water sector and environmental protection in Tulang Bawang District and therefore provides for the drawing up of a Regional Action Plan concerning drinking water, water services development and environmental sanitation services for a period of five years. According to the Regulation, the Regional Action Plan is an operational instrument for the development of a medium term Policy on drinking water service capacity and sanitation approach, community-based and institutional approaches, and serves as a reference for setting additional targets for access to drinking water and sanitation for each year on the basis of the needs of villages of the Region. Concerning the definitions, adequate drinking water sources include drinking water piped and non-piped coming from quality water sources such as boreholes or pumps, protected wells and springs, rainwater; unsuitable drinking water sources are those not protected from sewage contamination, including water surface of rivers, lakes, ponds and irrigation channels. The Regulation also defines: adequate and inadequate sanitation facilities; institution-based approach; minimum service standards; guidelines for local government actions; drinking water supply system; monitoring. The Regulation contains provisions on funding for the implementation of the Action Plan, monitoring and evaluation activity.
