Résumé

This Regulation, implementing article 12 section (1) of Law no. 23 of 2014 on Local Government, provides for the promotion of public welfare and the handling of poor people, in order to meet basic human needs in the Banyuwangi Regency. The Regulation defines the following relevant terms: poor people; handling of the poor; basic needs; poverty; family; basic rights, as community rights that must be protected by the local government; poverty reduction; poverty reduction program. Matters covered by this Regulation concern: principles, targets, criteria and indicators to address the poverty issue, including: social justice, welfare, empowerment, target locations such as rural area, urban area, coastal area, plantation area, indicators such as ownership status, drinking water source, types of fuel for everyday cooking, frequency of eating, protein consumption, ownership of asset, occupation; rights and responsibilities of the poor, including: right to obtain sufficient food, clothes and housing, to get health services and education, responsibilities to protect themselves and their families from actions that can damage their health, social life and economy, to increase social awareness and resilience in society, to improve the level of welfare; data collection and statistics; poverty reduction implementation, including: carrying out supervision and control of policies, strategies, and programs, allocating sufficient and adequate funds; implementation of coordination and integrated activities between government, local government, stakeholder and the public; public and business actors participation; monitoring and evaluation; funding; criminal provisions.
