Résumé

This Resolution, consisting of 18 articles, brings about several amendments to the original text. Notable changes include replacing the Director of the Fisheries Department with the Director of the Fish Farming Department in the Central Committee for Fodder (Article 2). The Committee's tasks are expanded to include identifying approved raw materials, registering imports, revoking registrations, establishing storage conditions, addressing complaints, specifying inspection schedules, and recommending subcommittee members (Article 3). Article 3 bis is introduced, allowing the Central Committee to request the composition of ready-made compound feeds and ensuring confidentiality of proprietary information. Articles 4 and 5 are modified concerning the composition and tasks of the Subcommittees in the Provinces. Article 6 is substituted with a new one outlining registration procedures for those involved in importing, exporting, manufacturing, or trading feed-related products, including requirements, documents, labeling, and safety standards. Article 9 is also revised, now requiring prior permission for using animal and poultry products in animal feed, with exceptions for certain products, and mandatory registration when exported, manufactured, or used in animal feed. Further amendments include changes in the rules for obtaining permission for a feed factory or facility (Article 10), allowing farm owners to manufacture fodder on their farms (Article 11), and the addition of Article 13 bis, prohibiting the use of rodent poisons and unregistered feed materials in feed factories or facilities.
