The subsidies are intended to contribute to placing reindeer grazing districts and reindeer husbandry associations more responsibility for the sustainable development of reindeer herding; balancing reindeer numbers and grazing areas; securing land; and increasing profitability. Allocation and subsidies for emergency funds aim to facilitate the adoption of measures by reindeer grazing districts and reindeer husbandry associations in connection with grazing crises. Extraordinary subsidies for emergency situations are intended to prevent extensive loss of reindeer or other significant animal welfare challenges during grazing crises. By grazing crisis it is meant an event that deviates from the normal and differs significantly from the normal operating variation between years. A grazing crisis can occur quickly or develop over time and is limited both in geography and the number of reindeer herders affected. During a crisis, a significant portion of the grazing area is inaccessible or affected by other climatic conditions that threaten the welfare of the reindeer, and there is a significant risk of loss of reindeer and large economic losses.
