Résumé

This Regulation is binding on all foreign and domestic legal and natural persons that carry out forestry operations and management. It differentiates forests by use, protection class and category, and type of forest management. It requires felling to be conducted in a manner that ensures: (a) timely and efficient reforestation; (b) the sustainable and rational use of forest resources; and (c) the conservation and strengthening of forests’ protective functions. Main use felling shall be authorized to extract the timber of mature trees, but shall be prohibited in: (a) protected areas; (b) national parks; (c) forests of historical and cultural importance; and (d) nut-tree, fruit-tree, urban and protection forests. Main use felling shall also be prohibited in cedretums, which shall instead be subject to sanitary felling. The following types of felling shall be authorized in the plain land forests of the European portion of the Russian Federation: (a) selection felling; (b) gradual felling and (c) clear felling with subsequent reforestation.
