Résumé Before a substance is placed on the market, the manufacturer, the authorised representative of the manufacturer if the manufacturer is located outside Estonia, or the importer shall notify the Chemicals Notification Centre of the new substance, even if the substance is contained in a preparation or is contained in a product if the substance may be emitted during the use of the product. A notifier shall submit the following information in writing (which may be duplicated by other data media): (a) a technical dossier supplying the information necessary for evaluating the risks which the substance may entail, pursuant to Annexes 1A, 1B, 1C, 1D or 2 to this Procedure; (b) a declaration concerning the unfavourable effects of the substance in terms of the various foreseeable uses; (c) the proposed classification and labelling of the substance;(d) a proposal for the safety data sheet in the case of dangerous substances; and (e) if the manufacturer of the chemical is located outside Estonia and the notifier is the authorised representative of the manufacturer in Estonia, a documentary statement thereon from the manufacturer.
