Résumé It is prohibited for Norwegian vessels to fish and land capelin (Mallotus villosus) in the Northeast Atlantic and Barents Sea (ICES statistical areas I and II) in 2013, except for the period between 21 January 2013 until cessation of fishing and when reaching a total allowable catch of 119 000 tons of capelin in the area south of 74 ° N and west of 32 ° E, and with the exception of the fisheries protection zone around Svalbard. Of the total allowable catch quantity, 4 000 tons are earmarked for research and education purposes. Vessels with purse seine permit, shall be allowed to catch and land up to 82 800 tons of capelin, while ships in trawl group with vertical trawl permits, shall be allowed to catch and land up to 13 800 tons. Vessels authorized to participate in group fishing shall be allowed to fishing and landing of maximum 18 400 tons of capelin. The regulation includes specific vessel quota (Chapter 2) and total allowable catch (Chapter 3). Trawl vessels fishing wanting to participate in capelin group-fishery must apply for permission and submit to be in writing signed up to the Norwegian Herring Sales Association, within 6 January 2013 at 23.59. Registration of fishing location is compulsory and shall be notified to the Norwegian Directorate of Fisheries in accordance to Regulation No. 1743 of 21 December 2009. Non-compliance shall be punished in accordance to articles 60, § 61-62, 64-65 of the Mineral Living resources Act, together with article 31 of Act No. 15.
