The composition f each of these types of committees is specified. The Chairman of oblast committees is appointed by the Chairman of the Land Committee and shall have the professional qualification of "land manager". The oblast committees shall be responsible for the implementation of the national land policy, and shall supervise rational use and protection of land, and promote improvement of all farms of farming. They shall also carry out tasks relative to land registration and monitoring. The rayon land committees shall, in addition to responsibilities assigned to oblast committees, also allocate land, protect land use rights, settle disputes relating to land, and identify land shareholders. Heads of oblast and rayon committees shall report on a monthly basis to the National Land Committee.
