Résumé This Act lays down provisions on the establishment, incorporation, constitution, funds, duties and powers of the Regulated Industries Commission; conditions of granting of licences and fees for licences; principles and methodologies for the determination of rates and tariffs for services; and research, inspection and inquiries. The Commission shall prescribe standards for services. In the performance of its functions, the Commission shall have regard to the public interest and in particular to equal access by consumers to service; to non-discrimination in relation to access, pricing and quality service; to maximum efficiency in the use and allocation of resources; and to current national environmental policy. The Minister may, after consultation with consumer interest groups, appoint such consumer service committees. Second Schedule of this Act lists the services concerned, as: supply and distribution of electricity, supply and distribution of water, and provision of sewerage and wastewater services.
