In order to determine the categories of the population with the highest risk of crossing the poverty line, the dominant groups of the poor, the centers of geographic concentration of poverty, the degree of coverage of the needy population with social programs and services, a survey of 4 thousand households in all municipalities of the region was conducted. The survey results made it possible to comprehensively study the problem of poverty and assess the well-being of citizens not only in terms of cash incomes, but also taking into account housing conditions, the availability of movable and immovable property, durable goods, access to social services (for example, educational, medical, etc.). The goal of the Strategy is to improve regional social policies aimed at improving the welfare of the population of the region and reducing poverty. This goal requires the solution of the following tasks within the framework of the program of socio-economic development of the Tomsk region until 2005: (a) containment and prevention of further expansion of poverty by reducing the impact of territorial, geographical and economic factors that determine poverty; (b) increasing the effectiveness of social protection of the population and reducing the influence of social factors causing poverty; (c) creating conditions for the formation of a "middle class" as a guarantor of the stability of society, the main producer, investor and consumer; and (d) the transition from a "survival" strategy to a development strategy. Based on the tasks set, the priority areas of the Strategy are the reduction of social and economic poverty. Improving the regulatory framework in terms of increasing social guarantees for citizens employed in personal subsidiary smallholding plots. The inclusion of citizens engaged in personal subsidiary smallholding plots in the category of employees will make it possible to calculate the length of service in a private subsidiary smallholding plot, ensure the payment of sick leave, the output and accrual of pensions on a common basis, and increase the level of social protection of this category of citizens.
