Résumé Protection of public health is aimed at the conservation and strengthening public health, maintenance of good health and active life that are guaranteed by the state and ensured by the sanitary, hygienic and anti-epidemic arrangements. Regional executive bodies have the following competence in the sphere of the protection of public health: 1. elaboration and realization of regional programs; 2. nature management, environmental protection, ensuring ecological safety in relation to public health; 3. ensuring sanitary and epidemiological well-being of the population and regional state sanitary and epidemiological survey. Local self-government has the following competence: 1.environmental protection and ensuring ecological safety, carrying out quarantine arrangements, liquidation of the consequences of disasters, ensuring sanitary and epidemiological well-being of the population, exposure of unfavourable factors to public health, information of the population of them and carrying out arrangements for their removal. The document consists of XII Secs. Section I lays down general provisions. Section II regards organization of protection of public health. Section III establishes the rights of citizens. Section IV establishes the rights of some groups of the population. Section V regards medical activity in the field of family planning. Section VII regards ensuring medical assistance. Section VIII regards provision facilities in sanatoria and health resorts. Section IX regards medical expertise. Section X establishes the rights and social welfare of medical and pharmaceutical personnel. Section XI establishes liability for the observance of the rights of citizens in the sphere of the protection of public health. Section XII regards international cooperation.
