Résumé The present Regional Law regulates the relations in the sphere of inter-action between the society and the nature, originating from economic and other activities producing environmental impact. The Regional Law consists of 11 Chapters composed of 41 articles. Chapter 1 (arts. 1-5) lays down general provisions. Chapter 2 (arts. 6-7) ensures the right of citizens to favourable environment. Chapter 3 (arts. 8-9) establishes the authority of the bodies of state power in the sphere of environmental protection. Chapter 4 (arts. 10-17) sets environmental rate setting. Chapter 5 (arts. 18-22) classifies protected areas. Chapter 6 (arts. 23-27) regards economic regulation in the sphere of environmental protection. Chapter 7 (art. 28) regards ecological disasters and emergencies. Chapter 8 (arts. 29-34) regards ecological audit. Chapter 9 (arts. 35-36) regards information and scientific substantiation of the activity in the sphere of environmental protection. Chapter 10 (arts. 37-39) regards dispute settlement. Chapter 11 (arts. 40-41) lays down the final provisions. The following objects shall be protected against pollution, destruction, degradation, exhaustion, annihilation and other negative impact from economic and other activities: 1) land, soil and subsoil; 2) forests and other vegetation, biological diversity and other organisms and genetic fund thereof; 3) surface water and groundwater; 4) atmospheric air and ozone layer; 5) other environmental objects envisaged by the federal legislation, first of all ecosystems, natural landscapes and nature complexes that were spared anthropogenic impact. The Regional Law declares total and complex ecological education and instruction (art. 7). Ecological certification shall be carried out in conformity with the federal legislation (art. 13). Environmental impact assessment (art. 15) and ecological audit (art. 16) shall be carried out in conformity with the modalities set by the federal legislation. Negative environmental impact shall be charged (art. 25). The Regional Law introduces the concept of ecological insurance against ecological risks (art. 27). Texte intégral Russe
