Résumé

The regional Red Book is an official document containing a set of information on the status, distribution, protection and restoration measures of rare and endangered species (subspecies, populations) of wild animals and wild plants and fungi living (growing) on the regional territory. The main purpose of maintaining the regional Red Book is to ensure the identification, accounting and protection of rare and endangered wild fauna and wild flora species, as well as the organization of monitoring of their condition, the development and implementation of measures for their conservation and restoration thereof. Wild flora and wild fauna species listed in the regional Red Book are everywhere subject to withdrawal from the economic use. Legal entities, individual entrepreneurs and citizens engaged in economic activities in the territories and water areas populated by wild fauna species and places of growing of wild plants and mushrooms, listed in the regional Red Book, are obliged to ensure their protection and reproduction. Destruction of rare and endangered species (subspecies, populations) of wild animals and wild plants and fungi listed in the regional Red Book, as well as actions (inaction) that may lead to the death, reduction in numbers or violation of the habitat of these animals or to the death of such plants, fungi, or the extraction, storage, transportation, collection, maintenance, purchase, sale, or transfer of these animals, plants and fungi, their products, parts or derivatives is not allowed, except for cases established by the regional regulatory legal acts, carried out only on the basis of a permit issued by the authorized regional executive body of state power in the manner established by the Regional Government.
