This Regional Law enters into force on the date of its official publication.
Résumé

This Regional Law regulates relations in the sphere of forest management with a view of mechanism ensuring constitutional right of citizens to forest management, protection, conservation and reproduction of forests, conservation of biological diversity and forest ecosystems, and enforcement of law and order in the sphere of forest management. All the forests, except for defence and urban forests, forest fund land (forested and unforested) shall form forest fund. All the types of forest uses envisaged by federal legislation shall be authorized in the regional forest fund. The following types of fees shall be applicable in the sphere of forest management: (a) forestry taxes applicable to timber extraction and procurement of non-timber forest products; and (b) lease payments for lease of forest parcels. The following types of felling shall be authorized in regional forests: (a) main use felling; (b) intermediate felling; and (c) other types of felling. Harvesting and collection of endangered, protected and rare plants and edible resources of non-timber products shall be prohibited.
