Résumé

The Governor decrees to proclaim plot of pine plantations in Kovrov district state nature monument of regional significance “Geographical species of common pine”. In order to prevent negative anthropogenic impact from the use of the territories adjacent to the nature monument, on the plantation of geographic pine species, a protection zone 25 m wide shall be established. The area of protected zone shall be 6.5 hectares. The main objectives of the formation of the state natural monument “Geographical species of common pine” shall be as follows: (a) preservation of the forest species of common pine (Pinus sylvestris), grown from seed material obtained from different regions of Russia and neighboring states; (b) scientific monitoring of the state of plantations of geographical species of common pine; (c) protection of biological resources on the territory of the nature monument; (d) preservation of the integrity of the established plant communities and the ecological balance; and (e) environmental education. The following activities shall be prohibited on the territory of protected area: (a) all types of felling, except for sanitary felling and thinning; (b) collection of soft resin; (c) commercial, sport and artisanal hunting; (d) industrial harvesting and gathering of mushrooms, berries, seeds, fruits, nuts, medicinal and other plants; (e) application of pesticides, mineral fertilizers, chemical plant protection products and growth stimulants; (f) measures to change the species composition of the flora and fauna of the nature monument; (g) hydrotechnical amelioration and irrigation, exploration of subsoil and mining; (h) allotment of land plots for construction, as well as for horticulture, gardening and non-profit associations of citizens on the territory of the nature monument; (i) harvesting of hay, transfer of haymaking areas to pastures, grazing and passage of cattle; (j) plowing up land; (k) parking of cars, motorcycles outside public roads, washing cars and tractors on the territory of the monument of nature; (l) construction of buildings and structures, laying of new roads and pipelines, power lines and other utilities on the territory of the nature monument; (m) collection of botanical, zoological collections; (n) organization of rest areas, bivouacs, tourist stations, camps and making fires; and (o) any other type of economic activity, recreational activity and other categories of nature management that could have a negative impact on the geographic common pine tree plantations.
