Résumé This Law regulates legal relations for the development of socially useful sphere, state support for socially useful activities carried out by individual entrepreneurs, legal entities, regardless of their organizational and legal form and aimed at achieving socially useful goals. Regional Government shall have the following powers in socially useful sphere: (a) implementation of state policy; (b) validation od state programs (subprograms) containing arrangements aimed at the development of socially useful sphere; (c) validation of the methodology of the assessment of socially useful sphere; (d) validation of the of the procedure for the acknowledgement of individual entrepreneurs, legal persons suppliers of services in socially useful sphere; (e) validation of the procedure for the formation and keeping unified register of suppliers in socially useful sphere; and (f) determination of the authorized regional state bodies for the development of socially useful sphere. Socially useful fields include: (a) provision of social services aimed at maintaining vital activity in everyday life; (b) provision of social and medical services aimed at maintenance and preservation of health through the organization of care, provision of assistance in conducting recreational activities, systematic observations to detect deviations in the state of health; (c) provision of social and labor services aimed at providing assistance in finding employment and in solving other problems related to labor adaptation; (d) organization of recreation and health improvement for children, disabled people and pensioners, including the organization of activities of specialized (profile) camps; (e) provisions of services in the field of healthcare; (f) organization of social tourism (in terms of excursion and educational tours for persons belonging to socially unprotected groups of citizens); and (g) rendering assistance to persons affected by natural disasters, environmental, man-made or other disasters, social, national, religious conflicts, refugees and displaced persons.
