This Regional Law enters into force on 1 January 2020.
Résumé

This Regional Law establishes restrictions on retail sales of non-alcoholic tonic beverages, including non-alcoholic energy beverages, with a view of protecting public health and prevention of harm to health of children, their physical, intellectual, mental, spiritual and moral development. This Regional Law shall be applicable to relations in the sphere of retailers in which legal entities (organizations) regardless of their organizational and legal form of property, individual entrepreneurs performing retail sale of non-alcoholic beverages, including sales staff, are involved. Non-alcoholic tonic beverages shall be considered soft drinks, containing caffeine and/or other tonic ingredients in quantities, sufficient to provide a tonic effect on the human body, with the exception of tea, coffee and soft drinks based on tea and coffee. Non-alcoholic energy beverages shall be considered non-alcoholic energizing drinks with a mass fraction of dry matter of at least 10 percent. Vending of non-alcoholic tonic beverages, including non-alcoholic energizing drinks, shall be prohibited: (a) to minors; (b) in children's, educational and medical organizations; (c) in sports and fitness facilities; (d) through vending machines; and (e) in places where cultural and mass events are held with the participation of minors. For violation of requirements of this Regional Law legal entities, public officials, individual entrepreneurs and natural persons shall be liable in accordance with the regional legislation.
