The Regional Law enters into force 10 days after its official publication.
Résumé

The present Regional Law determines the purposes, the principles, and the general organizational and legal basis of ecological monitoring and regulates the relations in the sphere of ecological monitoring. Environmental (ecological) monitoring is a complex system of observation of the state of environment subject to natural and anthropogenic factors. The objects of ecological monitoring are: 1) environmental components, including atmospheric air, surface water and groundwater, soil, plants, animals, environmental, physical and geochemical processes developing in environment; 2) environmental and environmental anthropogenic objects; 3) environmental and climatic conditions; 4) impact of anthropogenic factors upon environment. Ecological information of common use is open for public access. The Regional Law consists of 7 Sections composed of 30 articles. Section 1 (arts. 1-6) lays down general provisions. Section 2 (arts. 7-9) regards state management in the sphere of ecological monitoring. Section 3 (arts. 10-17) establishes the organizational basis for carrying out ecological monitoring. Section 4 (arts. 18-22) regards information backing of ecological monitoring. Section 5 (arts. 23-24) establishes the rights and the duties of citizens, legal persons, social associations and local self-government in the sphere of ecological monitoring. Section 6 (arts. 25-29) establishes administrative liability for the offences in the sphere of ecological monitoring. Section 7 (art. 30) lays down final provisions.
