This Regional Law regulates relations in the sphere of hunting and conservation of hunting resources. Regional hunting resources (game) shall include mammals and birds listed by the federal legislation on hunting. Commercial hunting shall be authorized for the following wild fauna species – elk, brown bear, wolf, fox, Arctic fox, lynx, wolverine, marten, sable, ermine, mink, otter, hares, beavers, moles, squirrels, muskrat, water vole, geese, ducks, capercaillie, black grouse, hazel grouse and ptarmigan (except for species and subspecies recorded in the federal and regional Red Book of protected and endangered wild fauna species). Hunting of protected and endangered wild fauna species, including birds, recorded in the federal and regional Red Book of protected and endangered wild fauna species, shall be prohibited, except for capture of mammals and birds for scientific research, educational purposes, acclimatization, transfer for repopulation and hybridization. The basic principles of distribution of hunting permits in generally accessible hunting grounds among natural persons shall be sustainable existence and sustainable use of hunting resources, the preservation of their biological diversity. The distribution of hunting permits shall be performed by the authorized body in the order of priority, taking into account the date and time of receipt of applications for hunting permits from the applicants.
