Résumé This Regional Law is aimed at determination of powers, rights and guarantees ensuring the activities of village chiefs in rural areas, regulation of other issues of his status, some issues related to public participation in local government of rural municipal units. The activity of village chief shall be based on the principles of legality, voluntariness, objectivity, openness and transparency. Village chief shall inform the population residing in the respective rural inhabited area of his activity in accordance with legislative acts validated by representative body of the aforesaid inhabited area. The period in office of village chief cannot be less than two years and cannot exceed five years. Village chief is appointed by the representative body of the rural settlement or the urban district, of which it is a part, in conformity with the proposal by meeting of rural residents, from among the persons residing on the territory of the given municipality of rural area and having active voting rights. Village chief can be vested with the following powers: (a) represents interests of residents of rural inhabited area at local government bodies, organizations and institutions; (b) calls meetings of residents, assisting them in drafting and submittal of appeals to local state bodies and local government; (c) organizes urban improvement and landscape gardening works on voluntary basis; (d) informs local government bodies of vulnerable groups requiring social protection; (e) organizes recreational activities; and (f) informs local government bodies of illegal timber extraction.
