Résumé All the mineral deposits, including groundwater, present on the regional territory, shall be public property. This Regional Law delimits plenary powers of the regional state bodies in the sphere of subsoil management of plots of subsoil of local significance containing common widespread minerals, including groundwater, as follows: (a) Regional Legislative Assembly shall be responsible for law-making; (b) Regional Government shall be responsible for validation of rules and regulations in the sphere of exploration and mining with a view of extraction of common widespread minerals; and (c) authorized regional executive body shall be responsible for public expertise of geological data, issuance of exploration and mining authorization and exploration and mining licences.
