Résumé This Regional Law regulates some issues of environmental protection and environmental security with a view of ensuring constitutional right of citizens to favorable environment. Basic principles of environmental protection and environmental security shall be as follows: (a) conservation and rehabilitation of environment, rational management and reproduction of natural resources; (b) prevention of negative environmental impact of economic activities; (c) compensation of environmental damages; (d) conservation of biological diversity; (e) environmental monitoring; (f) introduction of ecofriendly processes and technologies; (g) waste prevention; and (h) formation and improvement of ecological education of the population.
