Résumé This Regional Law regulates relations on the establishment and maintenance of the regional Red Book in order to preserve and protect rare and endangered species of wild animals, wild plants, fungi and other organisms that live (grow) on the regional territory, as well as ensure biological diversity, create conditions for the sustainable existence of animals, plants, fungi and other organisms, for the preservation of their gene pool. Regional Red Book is an official document containing a set of information on the state, distribution, protection measures of rare and endangered species (subspecies, populations) of wild animals and wild plants, fungi and other organisms living (growing) on the regional territory, used for the development and implementation of measures for their conservation and restoration. Red Book contains lists of wild flora and wild fauna species, approved by the Government of the Republic of Dagestan. Red Book shall be maintained by the authorized regional state executive body in the field of environmental protection in cooperation with interested territorial bodies of federal executive bodies, regional executive bodies, as well as scientific organizations and educational institutions of higher professional education conducting research activities on the study and development of measures for the protection of wild flora and wild fauna species. Red Book is kept on the basis of systematically updated data on the state and distribution of rare and endangered flora and fauna species living (growing) on the regional territory, taking into account the rules and principles of maintaining the International Red Book and the Red Book of the Russian Federation. The activities for maintaining the Red Book shall include: (a) collection and analysis of data on wild flora and wild fauna species, entered or recommended for inclusion in the Red Book; (b) organization of state monitoring of wild flora and wild fauna species; (c) creation and replenishment of a data bank on wild flora and wild fauna species; (d) entry in the established order in the Red Book (exclusion from the Red Book) of wild flora and wild fauna species; (e) preparation for publication, publication and distribution of Red Book; and (f) preparation and implementation of proposals for special protection measures, including organization of protected natural areas, in order to preserve wild flora and wild fauna species listed in the Red Book.
