Résumé This Regional Law regulates relations arising in connection with the granting to local government of municipal areas of certain state powers to organize activities in the field of handling and treatment of ownerless animals. Local self-government bodies are vested with state powers, which include: (a) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (b) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; (c) establishment and implementation of state supervision in the field of handling and treatment of animals; (d) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; (e) approval of regional legislative acts related to handling and treatment of animals; and (f) implementation of other powers in accordance with federal and regional legislation.
