Résumé This Regional Law establishes the modalities of concession of plots of subsoil for exploration, prospecting, assessment and mining of common widespread minerals. Regional subsoil shall be state property. Plots of subsoil shall not be subject to purchase and sale, donation, inheritance, contribution, mortgage or expropriation. Minerals extracted in accordance with mining licence can pertain to federal, regional, municipal, private and other forms of ownership. Unauthorized mining shall be considered offence subject to administrative and penal prosecution. Regional Government shall determine areas with restricted subsoil management, amount and rate of mining. Subsoil parcels containing common widespread minerals shall be conceded for the period of 20 years.
