Résumé

Fertility of agricultural land in the Republic of Ingushetia is unique and the most valuable natural resource forming the basis of agricultural production, and it should be guaranteed to use it in the interests of the regional population. This Regional Law establishes legal basis for state regulation of agricultural land fertility reproduction, except for horticulture and gardening agricultural land plots occupied by on-farm roads, communications, ameliorative protective forest plantations, waterbodies (including ponds formed by water-retaining structures on watercourses and used for the purposes implementation of pond aquaculture), as well as buildings, structures, used for production, storage and primary processing of agricultural products. Land owners, land users and land tenants have the right to: (a) carry out activities to restore agricultural land fertility; (b) conduct soil, geobotanical and other surveys of agricultural land; (c) submit to the federal state budget institution information about the use and condition of agricultural land; (d) receive in the prescribed manner from the state register of agricultural land information on agricultural land of which they are landowners, land users and land tenants; and (e) exercise other rights, unless their exercise is contrary to the laws and other regulatory legal acts of the Russian Federation.
