This Regional Decree enters into force 10 days after the date of its official publication.
Résumé

This Order defines the grounds, goals, methods and tools for the removal (extraction) from the natural habitat of wild flora and fauna species listed in the regional Red Book and not included in the Red Book of the Russian Federation, living (growing) on the territory of the Kamchatka Territory. This Procedure does not apply to aquatic biological resources. Removal of wild flora and fauna species represents all types of authorized activities, envisaged by acting legislation of the Russian Federation, aimed at their removal (extraction, collection) from the natural habitat, including: shooting, trapping of wild fauna species (including the capture of live animals, chicks and cubs, collection of eggs, clutches, larvae, cocoons) and collection of wild flora species (collection of wild plants and fungi and their parts for any purpose, in any way, as leading, and not leading to the death of plants and fungi or the cessation of their growth, including cutting, plucking, sawing, chopping, peeling, digging). Removal of wild flora and fauna species (their parts and derivatives) shall be authorized in exceptional cases for the following purposes: (a) conservation and restoration of their numbers in the natural habitat; (b) monitoring the state of their populations; (c) regulation of their number; (d) protection of public health and elimination of risk to human life; (e) protection from mass diseases of farm and other animals; (f) breeding of wild fauna and wild flora species in an artificially created habitat, semi-free conditions and cultivation; (g) related to construction of economic facilities and other activities in the absence of options for placing such objects outside their habitats (growing areas); and (h) cultural, educational and scientific purposes, including studying animals lifetime in stationary conditions.
