Résumé

National natural park “Russian North” is an environmental institution created with the aim of preserving the unique natural and historical complexes of lakes and using them for recreational, environmental, educational and scientific purposes. The main tasks of the natural park shall be as follows: (a) preservation of reference and unique natural complexes and objects; (b) preservation of monuments of history, culture and other objects of cultural heritage; (c) creation of conditions for regulated ecological tourism and recreation in natural conditions; (d) organization of environmental education of the population; (e) development and implementation of scientific methods for the protection of natural and cultural heritage; and (f) restoration, preservation and development of traditions of folk art, the transfer of traditional aesthetic and ethical values to new generations. The tasks listed above are carried out by organizing strict protection of a part of the territory of the national natural park and establishing on the rest of the territory a regime that excludes damage to natural, historical and cultural resources during their economic and recreational use. In the course of work on the creation of the national park, further clarification, adjustment and expansion of the tasks assigned thereto. The following activities prohibited on the territory of the national natural park: (a) any activity that threatens the existence of natural complexes and protected historical and cultural sites; (b) exploration and mining; (c) activities of facilities of the pulp and paper and chemical industries, metallurgy, nuclear power and any other facilities that pose a particular environmental hazard; (d) change the hydrological regime; (e) introduction of alien species; and (f) final felling and harvesting of resin.
