Résumé

State natural complex reserve of the regional significance “Cascade of waterfalls on the Shinok river” is formed for the conservation of the unique geological and floristic natural complex of the mountain Altai and for the conservation of natural monuments - waterfalls with a water drop of 10, 28 and 70 meters, located from each other at a distance of 0.5 to 1 km, by protection of hydrological regime of the Shinok River. The reserve is formed for an unlimited period of time. The scope of the reserve shall be maintenance of the ecological balance of the region and conservation of all components and natural complex in the whole river basin of the Shinok River. Tasks and functions of the reserve shall be as follows: (a) preservation in the natural state of picturesque areas of untouched nature; (b) preservation of a group of waterfalls, their surrounding picturesque landscapes; (c) protection of rare and endangered plant species, preservation of their gene pool: rare - Altaic bladderwort, Cryptogramma stelleri, coralroot, moccasin flower, real slipper, spotted slipper, Paraquilegia and others; (d) relict - Galium krylowianum, Cystopteris sudetica; (e) endemic Allium ledebourianum; (f) in total, 259 species of plants grow on the territory of the reserve; and (g) protection of the fauna complex of this area of mountain forests. The following activities shall be prohibited on the territory of the reserve: (a) damage to landforms and geological outcrops; (b) plowing the territory; (c) mining; (d) destruction and damage of soil-protective vegetation; (e) construction and other works; (f) carrying out any work in the vicinity of the boundaries of the reserve that may contribute to the development of soil erosion, a change in the natural level of water horizon, hydrological regime and hydrochemical composition; (g) destruction of coastal vegetation; (h) felling, except for sanitary felling; (i) changes in the species composition of vegetation, including the introduction of alien species, digging for transplanting species of local flora; (j) collection of flowers, leaves, berries, bark and other parts of plants, preparation of juice, causing any other damage to plants; (k) passage and grazing of cattle; (l) arrangement of parking lots, bivouacs, campgrounds outside designated areas; (m) off-road movement of vehicles; (n) walking outside marked paths; (o) any activity that threatens the safety of the reserve; (p) all types of hunting; and (q) stay with weapons, except for guards. The following activities shall be authorized on the territory of the reserve: (a) scientific research; (b) ecological educational; (c) recreational transit walks; (c) capture of wild animals and birds for scientific purposes in exceptional cases and by agreement with the management of the reserve; and (d) geological study of the area of the reserve.
