Section 1 lays down general provisions. Section 2 classifies the categories of water bodies used for artisanal fishing. Section 3 establishes the regime of artisanal fishing. Section 4 regards protection of aquatic biological resources and their natural habitats. Section 5 establishes the competence of fishing inspection and liability for the infringement of fisheries regulations. Section 6 regards licensing of artisanal and sport fishing. All the regional water bodies (rivers, lakes, ponds, water reservoirs and their estuaries) that are used or can be used for commercial fisheries or catch of other aquatic biological resources (aquatic animals and aquatic plants) or are important for repopulation of aquatic biological resources shall be considered fishing water bodies. Natural persons are authorized to carry out artisanal fishing with the use of artisanal fishing gear free of charge and carry out charged artisanal fishing with the use of fishnets in conformity with the respective fishing authorization. In fish farming water bodies natural persons are authorized to carry out artisanal and sport fishing in conformity with fishing permits that can be either charged or be free of charge. Artisanal fishing can be carried out with all the authorized artisanal fishing gear and harpoon guns on condition that the number of fishhooks must not exceed 10 pieces per man. Daily rates of catch shall not exceed 5 kilograms of freshwater fishes (except for cases when a single fish weighs more than 5 kilograms), 50 pieces of small fry, 30 pieces of crayfish, 0, 2 mosquito grub per man. Fishing, harvest and annihilation of aquatic biological resources recorded in the Federal and in the Regional Red Books, of all sturgeon, salmon and white-fish species shall be prohibited the whole year round. Underwater hunting is a type of artisanal fishing and shall be authorized without the use of self-contained breathing apparatus in strict observance of the present Regional Regulation outside water recreational zones.
