Organization of the reserve shall be performed without expropriation of land plots from landowners, land possessors and land tenants. The following activities shall be prohibited on the territory of the reserve: (a) plowing of meadows and virgin lands; (b) hunting for ungulates; (c) any type of fishing, except for fishing rods; (d) changing the regime of natural reservoirs; (e) mining; (f) aerial treatment of agricultural crops; (g) survey and construction of industrial and agricultural enterprises; and (h) expansion of existing and organization of new collective gardens, summer cottages, tourist centers, rest houses, sanatoria and other places of mass recreation of the population. The following activities shall be authorized by agreement with the regional executive environmental body and relevant institutions: (a) application of chemical plant protection means in forests; (b) forest felling; (c) construction of engineering structures necessary to ensure the life of existing settlements; and (b) hunting for game birds and fur-bearing animals without the use of hounds (for residents of settlements located within the boundaries of the reserve).
