Reserve shall perform the following tasks: (a) creation of optimal conditions for protection and reproduction of biological diversity, flora and fauna; (b) propaganda of nature protection, eco-educational activity and organization of ecological tourism; (c) assessment and registration of qualitative and quantitative composition of flora and fauna within reserve, environmental monitoring, scientific research and mapping of the territory of resource reserve. The Kharyalakhsky resource reserve consists of the following zones: (a) a zone of traditional nature management covering the southern and south-eastern part of the territory with the area of 26500 ha; (b) a zone of seasonal prohibition of extraction of natural resources in the north-western part (Magaras River basin) of the territory with the area of 11600 ha; and (c) an absolute rest zone in the north-eastern part (Oluktene River basin) with the area of 14900 ha. In the zone of traditional nature management shall be authorized the following activities: (a) conducting economic activities (horse breeding, animal husbandry, haymaking, collection of wild berries and mushrooms); (b) travel (passage) along the established routes of collective farms' employees and other land users to the fixed areas; and (c) construction, repair and operation of industrial, technical and civil facilities by collective and peasant farms. In the zone of seasonal prohibition of extraction of natural resources (fish resources, waterfowl) shall be authorized all types of activities listed above as well as: (a) licensed fishing within the quota; (b) collection of medicinal plants; (c) amateur fishing and amateur hunting (for fees); and (d) regulated tourism and recreation in natural conditions. In the absolute rest zone the following activities shall be prohibited: (a) hunting for wild ungulates, fur-bearing animals, hog and waterfowl game; (b) extraction of minerals; (c) exploitation of water resources, and also any action that may cause change of hydrological regime of surface water and ground water; (d) construction and placing of industrial objects, high-voltage power lines, main pipelines, highways; (e) movement and parking of vehicles out of roads of the general using; (f) construction of tourist objects; (g) burning of vegetation; (g) application of chemicals; (h) collection of natural specimen, except for the cases stipulated by the research plan agreed by the Ministry of Nature Protection of the Republic of Sakha (Yakutia); (i) travel and presence on the territory of unauthorized persons without prior agreement with the Ministry of Nature Protection of the Republic of Sakha (Yakutia); (j) pollution of the territory by industrial and household wastes; and (k) any activity that violates natural complexes and contrasting the tasks and objectives of the resource reserve.
