The Counsel of Environmental Protection may authorize, during certain fixed periods, non professional fishermen to coral fishing, exclusively for scientific research purposes. The authorization shall be issued, renewed and withdrawn, when necessary, by the Regional Counsel of Environmental Protection. Article 3 specifies the authorized fishing gear. Furthermore, the Regional Counsel of Environmental Protection shall establish by Decree hunting periods, the total allowable catch per day of coral, permitted fishing areas and the amount of the annual fee to be paid for obtaining the above-mentioned authorization. Holders of the authorization must submit to the Regional Counsel of Environmental Protection a report indicating fishing areas and the quantity of coral that has been fished (art. 6). Article 9 lays down penalties, including ther withdrawal of the authorization and the seizure of coral unlawfully harvested.
