The text of this agreement is hereby entirely contained. It is divided into six Chapters. Chapter I provides for the demarcation of the basin interested. Chapter II deals with the Basin Authority, which consists of the following organisms: (1) the Institutional Committee (arts. 4 and 5); (2) the Technical Committee (arts. 6 and 7); (3) the Secretary-General (arts. 8 and 9); (4) the Technical Secretariat (arts. 10 and 11). The Region shall fund studies and research (art. 13). Part IV of the agreement refers to the basin plans and related programmes. The basin plans must programme the initiatives and interventions to be undertaken for conserving, protecting and improving the soil as well as to guarantee the proper use of water resources. Such plans constitute the reference framework for the issuance of authorizations and concessions related to water resources.
