The Commission of ICCAT shall identify states that have either to discharge their obligations under the ICCAT Convention (CPCs) or to discharge their obligations under the international law (NPCs) with respect to ICCAT conservation and management of tuna and tuna-like species. The Commission should request CPCs and NCPs concerned to rectify the act or omission identified. In certain circumstances, the Commission shall recommend to CPCs the imposition of trade-restrictive measures or it may decide to undertake action itself including, as appropriate, the imposition of trade-restrictive measures.
