Résumé

This Recommendation of the International Commission for the Conservation of Atlantic Tunas (ICCAT) requires each Contracting Party and Cooperating non‐Contracting Party, Entity, or Fishing Entity (CPC) to implement the prescribed minimum standards and protocols with respect to their domestic scientific observer programs to ensure the collection and reporting of relevant scientific information from ICCAT fisheries. Requirements concern qualifications of observers, observer coverage, tasks of the observer, obligations of the observer, obligations of the master of the vessel, monitoring and enforcement duties of CPCs, duties of the Standing Committee on Research and Statistics (SCRS). Where they have been determined by SCRS to be effective in a particular fishery, electronic monitoring systems may be installed on board fishing vessels to complement or, pending SCRS advice and a Commission decision, to replace the human observer on board. CPCs are encouraged to report to the SCRS their experiences in the use of electronic monitoring systems in their ICCAT fisheries to complement human observer programs. CPCs that have not yet implemented such systems are encouraged to explore their use and report their findings to the SCRS.
