The local governments established under this Act shall function within the Provincial framework and establish the succession of rights, assets and liabilities of local governments by an officer (assigned by the Government) for the implementation of such provisions and within 180 days from the entry into force of this document – in adherence to the Punjab Local Government Ordinance No. XIII of 2001. Local areas shall divide a District into urban and rural areas. The composition of local government shall consist of a local government, other than an Authority, a number of directly or indirectly elected members, Mayor, Deputy Mayor or Deputy Mayors, Chairman, Vice Chairman. A District Council shall be a body corporate having perpetual succession and a common seal, with power to acquire and hold property and enter into any contract. Its functions include budgetary proposal proposals for development plans in the territory as well as the performance of municipal functions such as regulations on excavation, trade and husbandry of livestock, assistance in provisions of relief (flood, earthquake, epidemic/natural calamity), provisions in the maintenance of rural water supply schemes and sources of drinking water (art. 102), control of land use/subdivision/development and zoning for agricultural, commercial purposes.
