Résumé

This Ordinance outlines the establishment of the Public Procurement Regulatory Authority to regulate the procurement of goods, services, and works in the public sector. The text provides rules on establishment of authority, its power and functions. The authority, is granted powers to enhance governance, management, transparency, accountability, and quality in public procurement of goods, services, and works in the public sector. The authority is responsible for developing policies, procedures, and guidelines for public procurement, as well as monitoring and enforcing compliance with these regulations. The Ordinance provides for the exemption of certain bodies corporate, companies, institutions, undertakings, or establishments from the provisions of the Ordinance if they have been privatized pursuant to the Privatization Commission Ordinance, 2000.The Authority has the power to make regulations, while the Federal Government may make rules for carrying out the purposes of the Ordinance. The text further elaborates on the management and administration of the authority; and financial provisions. The text consists of 27 Articles divided into 6 Parts.
