Résumé

This Act is drafted with the purpose of establishing a regulatory framework to execute public private partnership in Pakistan so as to promote domestic and foreign private investment in infrastructure to increase availability of public infrastructure, reduce transaction costs, ensure appropriate regulatory controls, and provide legal and economic mechanism to enable the resolution of contract disputes, among others through transparent and fair procurement process. This Act provides for establishment of the Public Private Partnership (PPP) authority and describes its functions and powers, appointment of officers and staff and board of authority. The Act further refers to establishment of fund which shall vest in the PPP Authority, accounts and audit. The Act further cover chapters for functions of the implementing agency and government support, legal and contractual framework, project procurement and miscellaneous provisions. The Act is drafted in 28 Articles divided into VI Chapters.
