No person shall operate a business or trade without a valid health certificate issued by the Director of Health Services. A business or trade conducted without a valid health certificate or in insanitary conditions may be closed by the Director or any health officer (sect. 11). No person shall sell or distribute unwholesome food. Imported food shall be presented to a health officer at the port of entry. The health officer shall take samples of food imported (sect. 12).
