These Provisions enter into force on 1 May 1994.
Résumé

The purpose of these Provisions is to protect the ecological environment by enhancing environmental management on the first import of chemicals and the import and export of toxic chemicals and by implementing the provisions drawn up in the "London Guidelines for the Exchange of Information on Chemicals in International Trade". Local competent environmental protection administrative departments at various levels shall conduct environmental supervision and management on the first import of chemicals and the import and export of toxic chemicals. Foreign businesses who export toxic chemicals to China shall apply to the National Environmental Protection Agency (NEPA) for Registration Certificate (Chapter III). For the prevention of port environmental pollution, the classification, packaging, labelling and transport of imported and exported chemicals shall be carried out in accordance with the international or domestic stipulations on shipment of hazardous commodities (Chapter IV). Attached to these Provisions is a list of toxic chemicals banned or severly restricted in China.
