For the first 4 years, the appropriate regulatory authority for matters arising under this Regulation will be the EPA, within the meaning of the Protection of the Environment (Operations) Act 1997, after which it will be the relevant local authority. The Regulation contains the following provisions: (a) provisions with respect to the commissioning and decommissioning of underground storage systems (Part 2), and (b) provisions with respect to the installation of groundwater monitoring wells (Part 3), and (c) provisions with respect to the use of underground storage systems (Part 4), and (d) provisions with respect to record-keeping (Part 5), and (e) other provisions of a minor, consequential or ancillary nature (Parts 1 and 6 and Schedule 1).
