The Minister may, when reasonable and justifiable, exempt an administrative action or class or group of action from the application sphere of certain provisions of this Act. The Act also concerns effects of administrative action and the rights of the public to be informed regarding administrative action. In addition, it defines regulation-making powers of the Minister.
