Résumé These Regulations amend the principal Regulations of 1998 so as to extend the powers of authorized officers as regards products of animal origin which have been imported otherwise than in accordance with those Regulations or which constitute a risk to animal or human health. The effect of the amendments made by these Regulations is to confer on an authorized officer of the Department of Agriculture and Rural Development, the Food Standards Agency or a district council the power: (i) in respect of intra-Community trade, to prohibit the movement of products of animal origin which he has reasonable grounds for believing do not comply with animal or public health conditions relating to import into Northern Ireland or the European Community and either order such products to be destroyed, re-exported or used for specified purposes (reg. 3); and (ii) in respect of imports from third countries, to require the destruction or re-export of products of animal origin which he has reasonable grounds for believing do not comply with animal or public health conditions relating to import (reg. 4).
