Résumé This Resolution consisting of 16 articles aims at defining in more detail the functions and procedures of the National Council for Climate Change. Article 1 establishes that the National Council for Climate Change is the national authority concerned with climate changes and has all the necessary powers to perform its work which is to achieve the following main objectives (i) drawing up the general policies dealing with climate change, working on developing and updating sectoral strategies and plans for climate change, in light of international agreements and national interests; (ii) linking national policies, strategies and plans for climate change with the sustainable development strategy; (iii) follow-up on the negotiations file for the Framework Convention on Climate Change and the protocols or agreements that emanate from it; (iv) providing the necessary funding for the implementation of the aforementioned policies and plans; (v) increasing scientific knowledge and published research related to climate change; (vi) raising the awareness at all levels of everything related to climatic changes; (vii) building the necessary institutional and individual capacities to deal with climate change. Article 2 and 3 deal respectively with the formation and composition of the membership of the Council. Article 4 provides for the tasks of the Supreme Committee which is the dominant authority over the affairs of the Council, disposing of its affairs and approving its general policy. Article 7 is on the formation of the Executive Office, while article 8 deals with the following main tasks of its chief: (i) to assume the presidency of the technical groups, as well as the link between the technical groups and the Supreme Committee, and (ii) review the results of the work of the technical groups in terms of information, security, and politics. Article 11 establishes that the Ministries and concerned authorities assign one of their relevant units to work on climate change issues, with the aim of providing the requested data, implementing and following up the plans and programs.
