Section 4 specifies powers of Minister to take steps to prevent pollution of the sea where oil is being or is likely to be discharged. Remaining sections provide, inter alia, for liability for loss, damage or costs caused by discharge of oil and compulsory insurance against liability for loss, damage or costs.
