The Regulation focuses on: improvement of agricultural practices in the form of seeding, planting, plant maintenance, and harvesting, in order to increase sugar cane production; addition of new sugarcane plantation area from plantation and forest land, through changes in the designation of forest areas and use of forest areas; increasing the welfare of sugar cane farmers; the necessary tax and customs facilities; construction of requested infrastructures for increasing the production of sugar cane; increasing sugar factory capacity or utilities; facilitating the land certification process for sugarcane plantations and sugar factories.
