This Presidential Decree enters into force on the date of its official publication.
Résumé

This Presidential Decree sets forth the following priority areas of activity of the Ministry of Agriculture: (a) implementation of a unified state policy in the field of land use, cultivation of agricultural commodities and food products, quarantine and plant protection, veterinary medicine, animal husbandry and breeding, sericulture, pasture use, development of agricultural processing in agriculture; (b) development and implementation of programs that provide for ensuring the safety of food products and improving the consumer diet, growing the required amount of food products; (c) the widespread introduction of market principles in the purchase and sale of agricultural products, the development of quality control infrastructure, export promotion, the creation of a favorable agribusiness environment and value chains that provide for the production of competitive, high-quality agricultural and food products in target international markets; (d) introduction of mechanisms to reduce state participation in the sphere and increase investment attractiveness by increasing the inflow of private investment capital to support the modernization, diversification and sustainable development of the agricultural and food sectors; (e) coordination of the activities of ministries and departments towards the implementation of a set of measures to organize the effective use and protection of agricultural land, including pastures, as well as combat land degradation and soil protection; (f) development of modern forms of management, providing for the restructuring and further development of the structure of public administration in agriculture; (g) increasing the efficiency and phased redistribution of public spending through the development of sectoral programs aimed at increasing labor productivity, improving product quality, creating a high value added chain in farms; (h) development of a system of scientific, educational, information and consulting services through the use of effective forms of dissemination of knowledge and information, integrated with the production of research, educational and consulting services in agriculture; (i) implementation of rural development programs that provide support for the balanced and sustainable development of rural areas; (j) creation of a transparent system of sectoral statistics aimed at introducing reliable methods for collecting, analyzing and disseminating statistical information through the widespread introduction of modern information technologies; and (k) accelerated digitalization of the sphere, including the use of modern information systems and software products at all stages of ensuring agricultural and food security and in the processes of providing services, monitoring agricultural land and crops in a geographic information system, as well as the widespread introduction of a transparent mechanism for allocating subsidies.
