Résumé

The President decrees to set up Special fund for payment for agricultural commodities purchased for public needs under the jurisdiction of the Ministry of Finance. The Fund shall carry out the following functions: (a) financing of payment for cotton, grains and rice purchased for public needs; (b) control over the purposeful use of finances destined for payment for the aforesaid agricultural commodities purchased for public needs; and (c) coordination of the network of purchase and supply of agricultural commodities for public needs. The Fund shall be financed through: (a) advance payments from cotton export and textile fibres; (b) credits; and (c) other extra-budgetary finances.
